Navigate 360 - Addressing the Rise in Challenging Student Behaviors
Reports of challenging student behavior have significantly increased this school year. The causes for these challenging behaviors can range from the impacts of COVID-19 – isolation, depression, anxiety, and aggression – to bullying, cyberbullying, substance abuse, and the lack of self-management and coping skills.

For students, consequences of these behaviors often include discipline such as detention, suspension, expulsion, and in some cases, legal action. This can ultimately lead to a variety of negative outcomes for students: stigmatization, learning loss and exposure to the criminal justice system.

There is another option. You can turn students' challenging behavior into learning opportunities through behavioral intervention and restorative practices.

Learn how districts can address this rise in challenging behaviors by providing students with individualized lessons based on their behaviors and needs, offering a better alternative to detention and suspension and improving decision-making moving forward.

Insanely Great FREE Mental Health and STEM Resources
We will begin with a Go Noodle exercise to get everyone up and out of their seat and blood flowing to their brain. These exercises are FREE, easy to access, and both kids and adults love them (after an initial moan at having to stand up.) We will share interactive and engaging websites, videos, student challenges, and opportunities to participate in actual research projects. After modeling how to do a deep dive into one of the websites, participants will choose from a wide variety of websites to do a deep dive of their own. Participants will be grouped according to the website(s) they selected and the group will develop a 6-word story or record a Flip Grid to present to the group about what they learned. STEM projects include collecting data on feline and canine behavior and submitting the date to the University of Pennsylvania's study of cats and dogs, or creating an account with SciStarter and learn how to locate trees that are threatened and report them to the local community agency so the trees can be treated and saved. There are thousands of research projects students can join. SEL activities include watching videos showing how we see ourselves compared to how much more positively others see us, and learning how to give affirmations to the people important to us, as well as to ourselves.

TIME CHANGE: The Implementation of Intervention, ADR & Restorative Practices - now at 2:45pm
This presentation will provide educators with information and strategies to utilize when working with both general education and special education students. Both teachers and administrators will leave with information and tools they can apply to their school sites using data collection and an array of intervention strategies to address student behavior such as classroom disruption, defiance, and attendance concerns. We will show examples of how Positive behavior supports can become a culture on a campus and be incorporated using the Teach, Reinforcement and Consequence model. Restorative practices are then intertwined within that model along with support from counselors, social workers, and community workers to address the family and whole child. As site administrators, we will share the before and after data in addition to the decision making process  involved in creating and sustaining successful school systems in response to student behavior. We will provide practical strategies and review implementation systems to address student behavior including prevention, alternative discipline, and meaningful intervention.

Introduction to CDE’s Special Education Monitoring Processes as a tool for Organizational Growth
The California Department of Education has established Special Education Monitoring structures which review indicators associated with the performance and compliance of each school’s special education program.  The CDE utilizes a tiered structure for identification of LEAs in need of assistance and targeted or intensive support.

REMOTE PRESENTATION: The Implementation of Intervention, ADR & Restorative Practices
This presentation will provide educators with information and strategies to utilize when working with both general education and special education students. Both teachers and administrators will leave with information and tools they can apply to their school sites using data collection and an array of intervention strategies to address student behavior such as classroom disruption, defiance, and attendance concerns. We will show examples of how Positive behavior supports can become a culture on a campus and be incorporated using the Teach, Reinforcement and Consequence model. Restorative practices are then intertwined within that model along with support from counselors, social workers, and community workers to address the family and whole child. As site administrators, we will share the before and after data in addition to the decision making process  involved in creating and sustaining successful school systems in response to student behavior. We will provide practical strategies and review implementation systems to address student behavior including prevention, alternative discipline, and meaningful intervention.

Transgender and gender non-conforming students have the right to use their chosen name and preferred pronouns in schools. But what about in their student records? What should districts do when a student requests that their records be changed to reflect their gender identity? And how do districts protect a student's privacy throughout this process? This presentation provides a roadmap through these questions and provides guidance on supporting transgender and gender-nonconforming students as they navigate their changing identities in the educational environment. This presentation will help educators ensure that their school community provides a supportive environment for their transgender and gender non-conforming students; address discrimination and bullying of transgender and gender non-conforming students; and describe counseling and supportive services to meet the needs of this student population across the continuum of placement options, from general education to special education.

Standards Based Instruction and Assessment: A Practical Plan for Implementation
Standards-Based Instruction and Assessment is a set of equitable teaching and reporting practices that communicate how a student is performing against a predetermined set of expectations, similar to IEP goal progress-reporting, but built for both special and general education settings. The set expectations include standards for a specific content area and the skills students need to help meet those standards. SBIA reports achievement on each academic standard separately instead of combining them like in traditional systems. SBIA also separates out important characteristics like effort, attendance, participation, timeliness, cooperation, and attitude.  These are not factored into student grades, but may still be communicated to parents and students. The reason these characteristics are separated is because the grade then reflects the clearest possible picture of student learning of the standards while still focusing on the important soft skills that students will need for local and global success.

Student Attendance Patterns and Trends Across California in the COVID-19 Era
Ongoing COVID exposure alerts and rolling classroom quarantines continue to disrupt district attempts to get back to pre-pandemic structure. Public school enrollment continues to plummet statewide and chronic absence rates soar to nearly 30%. SI&A will present its updated student cohort data analysis for the 2021-2022 school. The report provides a three year snapshot of attendance patterns and trends for over 325,000 students across California. Join Special Education Coordinator, Kari Hudson, as she shares Twin Rivers Charter School (K-8) story of how students were floundering in their general education classrooms, and were moving towards more restrictive placements such as a Special Day Class. This presentation is designed to provide guidance on when a school should consider a Nonpublic School (NPS) setting.  We will also discuss how to match a student’s needs to the appropriate NPS; how to monitor the student’s progress; how to conduct an onsite review (in accordance with CDEs guidance); how to determine when a student is ready to step down from NPS; and how to build a transition from NPS back to a comprehensive campus.  We will also share a frame work we used to develop a district level NPS Team to help ensure all of the student’s academic, behavioral, and health needs are being met while attending the NPS and discuss close monitoring of Behavior Emergency Reports (BERs) to ensure student’s safety.

Redefining, Rethinking, Reflecting: Developing an Intentional Environment
When it comes to serving youth, are you the hero or the savior? Actually, you’re neither… Throughout Justin and Alexis’ journey through the foster care system, they’ve internalized the abuse and neglect they experienced with their biological family. Both have been able to analyze how trauma has been normalized in families and in their upbringing, the foundational pieces that children need growing up; patient adults, supportive community members, and a healthy and reasonable standard of expectations. During this session, we assist advocates as they begin to understand the role they play in supporting children to overcome barriers they’re faced with. In addition, advocates will learn the ways in which they must be self-reflective in order to serve as a complementary component to the success of the youth themselves. With a change in perspective and approach to building relationships, this workshop challenges others to be aware and intentional about redefining the “normal.”

The Redefining, Redefining, Rethinking, Reflecting on intentional relationships for those experiencing trauma workshop discusses strategies and techniques developed by foster care alumni, Justin and Alexis Black, as they combined the information they’ve learned from healthy foster parents, counselors, advocates, and ultimately their lived experience. By sharing their personal story of overcoming, they discuss the role of community members and leadership as well as the necessary resources to surround themselves with in order to be a positive partner in the lives of the youth themselves. Our goal is to help advocates understand that building the next generation is a collaborative process for both the youth and the parent. We highlight the components of that relationship as well as the aspect of the community that needs to be formed in a healthy and loving environment.

Student Support Teams and Expanded Equity Partnerships: Integrated Models for Social Justice
Recently, many school districts have expanded Social Emotional Learning (SEL), partnerships programs, and school-based support services.  Stakeholders from diverse backgrounds, however, have expressed concern that the same students who were previously underserved, continue to under-participate in school-based programs.  Almost all schools want to strengthen student support teams, however, many leaders have not been trained to integrate agency providers and district personnel to work together in collaboration, or to include social responsibility as a key component of student wellness.  School-based agency providers are most effective when their services have clear expectations related to equity, outreach to underserved students, and integration with student support teams led by district personnel.  
Schools have opportunities to connect with students and develop authentic partnerships with families in ways that did not exist before the pandemic began.  This workshop will present innovative programs and strategies to strengthen student support teams, with emphasis on equity and social justice that extends beyond individual student treatment plans.

Implementing the File Review Process as a Means of Improving Compliance
Writing legally-compliant IEPs is easier said than done. With case managers juggling so many different priorities, the "perfectly-written IEP" is elusive, and compliance-related details are sometimes overlooked.  In this presentation, attendees will hear about the file review process that Tulare County Office of Education has developed, whereby a review team visits a school or district, reviews special education files using a compliance checklist they have developed, and conferences with staff afterwards to provide specific feedback related to strengths and areas needing attention.  This process has been anecdotally shown to improve the quality of IEPs, and helps case managers become more confident in their IEP-writing skills. The process has also been adapted to utilize with 504 plans.

Open Access - Building Regional Implementation Team Capacity to Support UDL Implementation across California
Open Access is a project funded as part of California’s statewide system of support. This session will describe how this project is supporting the development of regional lead implementation teams (Leads) across the state to effectively build capacity for UDL implementation. Leads are comprised of general and special education leaders and coaches, in an effort to integrate teams that often work separately to support improvement efforts across counties and regions.

Grounded in both implementation and improvement science, and the systems and supports that need to be in place for regions to effectively support implementation of innovative practices, Leads will participate in this project over two years as they build this initial capacity. This session will provide an overview of the critical elements of this model, including the capacity building work being done with Leads; the metrics that will be used to monitor outcomes at both the regional level as well as with participating districts and school sites; the coaching model being developed and implemented to support equity and mindset shifts in site leaders and teachers as well as to support effective implementation of new instructional practices; and the training and coaching resources, which are universally available, being used to support the work.

In each year of the project Leads are supported through an “exploration towards installation” coaching and training cycle with selected districts, sites and teachers. District and site leaders participate in implementation grounding and planning activities including: training on CAST’s UDL Implementation process, UDL readiness assessment, reviewing priority initiatives and looking for connections and collaborations, data-inquiry and identification of problems of practice, and using instructional rounds and staff/student surveys and empathy interviews to gather more information. These all result in the development of an implementation action plan for two cycles of implementation of specific and targeted UDL practices over the course of each school year. Training with site leaders and teachers is aligned so that participants can complete CAST’s UDL Associate - Level 1 credential. Training and coaching throughout the course of year 1 of implementation is intended to support teachers in developing the knowledge, understanding and skills related to obtaining the UDL Core – Level 2 credential

Would you like to gain a better understanding of how student-teacher relationships during elementary school can improve student engagement? Dr. David Diehl is a retired Police Sergeant and is currently the Coordinator of Student Support Services for the Monterey Peninsula USD. He is former court school educator, Assistant Principal of a Continuation High School and has worked extensively with gang and system involved youth.

This session will provide insight into street socialized youth and why relationships can deflect their trajectory into the criminal justice system.  Through his experience working in court and alternative schools, along with extensive research and interviews of the lived experiences of incarcerated males about their educational experience, he will share why increased awareness into the lives of street socialized students from marginalized communities can improve student engagement and relationships, reduce the dropout rate, and impede future incarceration.

Meditation and other mindfulness practices can help leaders address issues of burnout, create a more sustainable work-life balance, and find personal growth and fulfillment among the hustle and bustle of leading schools. As leadership, policies, or conditions shift, educators often brace themselves for some fresh “flavor of the month” while waiting for “this too, to pass”. Though this recurring refrain may feel inevitable, what does not have to be inevitable is the process by which initiatives are introduced and infused into an organization for enduring success. The good news is, it can be done. The imperative is, it must be done to build better schools for students, families, and staff--today and tomorrow.

This interactive workshop includes strategies, tools, action plans, and checklists to help educational leaders launch, guide, prioritize, and sustain implementations in their own organizations. The Litigation Explosion – What Can We Do in the Real World to Decrease Conflict
Due Process hearings, federal courts, the Ninth Circuit Court of Appeals, document requests, witness preparation, judges….  In California, litigation in the areas of disability, discrimination and educational responsibility continues to mushroom.  This session will cover a variety of issues from class action issues, to quirky due process cases dealing with everything from seclusion/restraint matters, failure to train staff, “trauma based” disabilities, how is the term “African-American” defined?, retaliation claims and a variety of other chilling, but interesting subjects.

The practical focus will be to analyze theories used against public education institutions for the purpose of allowing educators to avoid traps and to proactively train staff in order to protect themselves and to keep the interests of children first.

Room Change: Moving from casual CWA Cafe to Community of Practice with your Educational Community
Open dialog is often found in the cafe' or tea with the principal.  We opened up short lunchtime sessions to discuss the topics of immediate interest - oftentimes these were started off with examples of frequently asked questions to our county office.  The cafe's blossomed and required more time to answer the questions and allow time for sharing out current local practices.  The pandemic created isolation in many working and school support settings.  No longer were the answers easily located and the training was limited to what was online.  We at LACOE in the CWA unit pushed forward with innovative ways to share information in a timely online fashion to stay on top of current issues and provide necessary supports to families, charters, and the districts we serve within Los Angeles County.  Our experience helped us to create a forward moving Community of Practice that continues to grow in both size and  positive, proactive policies.

Modern Families: Navigating Consent & Custody Disputes
Parents have a fundamental right to make decisions regarding the education of their child. But what happens when the interests of a child’s parents are not aligned or the child does not have a traditional parent – for example, when the natural parent is absent or when parents are divorced and not in agreement? Schools often find themselves thrust into the middle of familial disputes, faced with practical questions like: who can attend meetings, who can check the student out of school, who can access records, and who is ultimately responsible for making educational decisions? This presentation will work through real life case studies involving custody and consent requirements under state and federal law, including parental consent for special education assessment and implementation of the individualized education program, and arm school staff with the information they need to navigate this complex and murky area on a day to day basis.

Title IX Sexual Harassment Regulations: Hurry Up and Wait?
New Title IX regulations regarding sexual harassment were put in place 2020, the first significant revision in many years. Now, however, more change is anticipated, as the U.S. Dept. of Education is reviewing the new regulations and has recently issued new guidance.
F3 Law's Jacqueline Litra is known as a leading attorney on Title IX matters and has trained hundreds of administrators across the state on the new regulations. She regularly conducts Title IX sexual harassment investigations for districts. She will walk attendees through the latest news on Title IX and will offer guidance on avoiding common pitfalls.
